Confusing language has always been a problem, but it seems to be a specialty when it comes to the IRS. The Plain Writing Act of 2010 mandates that all executive agencies, including the IRS, use plain writing in certain government documents. As a result, the IRS has begun testing newly designed letters that are written in plain language. The IRS believes that taxpayers are more likely to pay delinquent taxes if the accompanying letter is written in easier to understand language. I don
