Confusing language has always been a problem, but it seems to be a specialty when it comes to the IRS. The Plain Writing Act of 2010 mandates that all executive agencies, including the IRS, use plain writing in certain government documents. As a result, the IRS has begun testing newly designed letters that are written in plain language.
